As of September 1996, all manufactured homes seeking FHA Title II Mortgage
insured loans must be affixed to a permanent foundation as defined in HUD's
handbook 007487 "Permanent Foundations Guide for Manufactured Housing."
To ensure the manufactured home does have a permanent foundation,
HUD/FHA requires a licensed Professional Engineer to perform a site inspection.
 A letter is then written by the engineer with his/her signature and Kentucky seal
attesting to whether or not the home is on a permanent foundation.

1. What is the most common issue found in permanent foundations?

answer: THE MOST COMMON ISSUE OUR COMPANY SEES IS "DRY
STACKED" PIERS.  SECTION 503-4 OF THE "PERMANENT FOUNDATIONS
GUIDE FOR MANUFACTURED HOUSING" CLEARLY STATES "all masonry
piers shall have mortared bed and head joints."

2. What if my  home was financed initially through a conventional loan and
has "dry stacked" piers and I now need to re-finance with an FHA Title II
Mortgage Insured loan and need to upgrade the piers?

answer: THE ONLY HUD/FHA APPROVED RETROFIT FOR "DRY STACK"
MASONRY PIERS IS OUTLINED IN HUD'S MATERIAL RELEASE 907F.  THIS
MATERIALS RELEASE STATES A SURFACE BONDING CEMENT CAN BE
TROWELED 1/4" THICK TO THE EXTERIOR OF EACH PIER TO CREATE A
CONTINUOUS PIER SYSTEM.
