CONSTRUCTION MANAGER, AT RISK (CMAR) SELECTION PROCESS

The CMAR bid process was conducted according to the Hardin County Procurement Policy found in the Administrative Code, approved by Fiscal Court through Resolution 2010-060 on June 22, 2010.


ICON Engineering, with assistance from representatives from Hardin County Government, assembled an Invitation for Bid for Construction Manager, At Risk services for the new Hardin County Government Building.  It was published in the News Enterprise on July 14, 2013. The notification required interested contractors to submit a Letter of Interest by e-mail to ICON Engineering to receive the detailed packet of information containing the scope of services requested and specific project information based on a 14- month project duration and a $12,000,000 construction cost.


ICON received thirteen (13) Letters of Interest from prospective contractors.  Two (2) of the Letters of Interest were received from prominent local contractors, Jenkins-Essex and Howard Pence Construction.


The Invitation for Bid required that sealed proposals be delivered to the H.B. Fife Courthouse by 10:00 a.m. on August 1st, 2013.  A public bid opening was held. Three (3) sealed bids were submitted:

Interviews of the three (3) contractors that submitted bids were completed by ICON Engineering and a recommendation was made to Fiscal Court to award the CMAR contract to the Alliance Corporation (Alliance). Fiscal Court unanimously approved the recommendation (Magistrate Fred Clem absent).
